La cooperazione che vedo io

The scheme is: a donor presents a project he is going to finance, an international ngo applies, wins and manages the project on the ground. and in most cases local population is not really involved in taking the decisions. then sometimes the projects completely fail (like the one i'm following at this moment), sometimes theiy reach the expected objectives but rarely provoke a long-lasting and sustainable change for the little farmers who are the ultimate target.
That is, such projects are more useul for donors' international appeal and for ngos' survival than for the farmers.
