wasted money
there is a tendence, among the international donors, which is getting more and more stronger: they want be able to show some tangible results at the end of the project. then there is plenty of money to build infrastructures, and there is much less money for education projects. but what is the sense of building a source of drinkable water if you do not teach the people how to manage it? according to a recent research referred to one of the provinces of burundi, more than two third of the fountains were not working just after two years.
one of my ngo colleagues is an ancient priest, who has worked for many years in africa before marrying. some days ago i asked him if there was any difference between what he did when he was a missionary and what he does now as a cooperant. he said that more or less he does the same thing (build a school, dig a pozzo), but now he spends the double as to before. because cooperation projects budget very often is to a little extent dedicated to the "cooperation work", the rest of the expenditure is for accesorial things.
