public sector

one of the preferred target of my e-mail are public or semipublic institutions.
even if the government is trying to do his best to prevent money from arriving to local institutions, and even if local institutions are often very endebted (i know a person who has worked for many years for the municipality, always with a tempo determinato contracts, and now she has to leave).
but there are also semipublic institutions, or institutions where public and private bodies are mixed. in respect of them, as my e-mails seem not to receive the due attention, i wonder: does not my cv suits them, or don't they empoy people anymore, or maybe do i only lack of a good sponsor? :)
